Maintenance release: Godot 3.0.3

This new maintenance release is packed with enhancements and bug fixes, and even brings some long awaited features like the support to export C# games to desktop platforms. C# export for mobile/web is yet to come, but now that it works on desktop platforms at least Android should be relatively easy (iOS and HTML5 are a bit trickier).

If you don't follow the Godot blog, you may have missed the issue Android games are experiencing with Google Play. We take this seriously and our 3.0 release manager Hein-Pieter wrote a tool to fix existing APKs, which should work for Godot 2.1.x and 3.0.x. With this 3.0.3 release, you still need to use this tool to fix your APK after export (unless you build them from source with a fixed AndroidManifest.xml). We're working on integrating the code from this tool into Godot's export system so that you can do one-click deploys again with Godot 3.0.4. (And Godot 3.1 will have a new, cleaner Android export workflow).
